Define the population & criteria

We start with a short scoping conversation to pin down precisely who counts — role, qualification or chartered status, sector, geography, seniority — and the screening rules that decide membership. The clearer the definition, the cleaner the denominator we can measure coverage against later.

Discover & assemble

We run a wide, structured search across public registers, professional-body directories, regulatory listings, and institutional sites, and bring in the authoritative registries that govern the population. Deliberate, source-by-source discovery — not a purchased list of unknown origin.

Screen & verify each entity

Every candidate is screened against the agreed criteria and verified against its source, with the evidence captured as we go — the source URL, the collection date, and the page that confirms the role. Records that don’t meet the criteria, or can’t be evidenced, are dropped.

Anchor coverage to authoritative registries

We take the authoritative registry as the denominator — the best available count of who exists — and measure the frame against it. You get a coverage statement: how many of the known population the frame captures, what it’s measured against, and where the gaps are.

Compliance pack & delivery

We assemble the frame, the provenance manifest, the coverage statement, and the full compliance pack, screen against the suppression list, and deliver in the formats your team works in. A frame that’s ready to field and ready to be audited.

What you receive

  • A provenance manifest — source URL, collection date, and evidence for every record.
  • A coverage statement — your frame measured against the authoritative registry, with the denominator named and gaps disclosed.
  • A compliance pack — LIA summary, privacy notice, source manifest, suppression note, and data-handling guidance.

How complete is it?

As complete as the authoritative registry lets us prove. Rather than claim completeness, we measure the frame against the best available count of the population — the denominator — and give you a coverage statement showing what we captured and what we didn’t.

How fast?

It depends on the population’s size and how dispersed its sources are. We scope timing per engagement and commit to a realistic date once the population is defined. A tightly defined population with a single governing registry moves faster than a fragmented one.

What formats?

The frame and provenance manifest are typically delivered as CSV or Excel, with the compliance pack as PDF. If your fieldwork or panel platform needs a specific layout, tell us during scoping and we’ll deliver to it.

How do you handle a population with no single registry?

We anchor coverage to the best combination of authoritative sources available — for example several professional bodies or regulators that together cover the population — and state plainly what each contributes to the denominator.
